    How do you convert FCP timeline to Flash 9 (clients request).

      If the issue you're having is Flash 9 (getting H.264 in the encode) I believe you still need to use Flash CS3 or higher. If somebody tells you to simply encode a H.264 .mov and change the extension to .flv, that's BS. For 3rd party encoders doing Flash encodes incorporating H.264 (Flash 9) I don't know what's available right now, a couple have gone by the wayside. I still use On2 VP6 for .flv encodes.

      What is the advantage your client thinks they are getting from encoding to Flash 9? What is the intended use for the file?
